Objective of the Project:

  •  Construction of approximately 60km X 30” diameter gas pipeline from Bakhrabad to Siddhirganj and associated facilities to create additional natural gas infrastructures to meet gas demand of gas-based power plants at Siddhirganj, Haripur, Meghnaghat as well as to facilitate adequate gas supply to industrial, commercial and other consumers of Narayanganj area. This pipeline would also be the initial source for extending gas services to southern part of the country through proposed Padma bridge at Maowa.
  • Implementation of Management Information System (MIS) i.e. ERP/EAM systems in GTCL to maintain maximum availability of transmission assets, to enhance their lifetime by optimizing operation & maintenance and to manage GTCL physical plants, financial & human resources as effectively as possible through the use of modern automated software tools.

Location: Cumilla, Munshiganj, Narayanganj.

Implementation Period: July 2007 to December 2018.

Finance: GoB, World Bank/IDA (Loan no.4508-BD) and Own fund of GTCL.

Project Cost: Tk. 84,970.00 Lac (GoB: 24,710.00, WB: 57,432.00 & GTCL: 2,828)

Project Scope: Route & Soil Survey Investigation, Environmental Study, Land Acquisition (52.575 hectre) & Requisition (95 hectre), Engagement of Owner’s Engineer for pipeline construction, Engagement of Turnkey Contractor for construction of pipeline and associated facilities [Installation of 30” Dia 60 KM Pipe Line from Bakhrabad to Siddhirganj, Six (6) river crossings by HDD method, One (1) 500mmscfd capacity Metering Station at Bakhrabad, Two (2) Regulating & Metering Stations  (RMS): 200mmscfd capacity at Shiddhirganj & 70mmscfd capacity at Haripur, Installation of SCADA/Telecommunication & OFC Cable, Cathodic Protection System of the pipeline Facilities], Engagement of NGO for Resettlement Action Plan, Implementation of RAP & EMP, Engagement of 4nos ERP/EAM Consultants, Engagement of Financial Consultant for preparation of 10 years business plan of GTCL and Implementation of Core Management Information System (ERP/EAM system) in GTCL.

Utilization of Project Cost: Tk. 75,172.84 Lac (GoB: 22,867.16, WB: 50,026.52 & GTCL: 2,279.16).

Project Implementation: 30”OD -60km gas transmission pipeline along with associated facilities have been constructed by engagement of turnkey Contractor FERNAS Construction Company Inc., Turkey on 21 October 2011. After completing construction of entire main gas pipeline and associated facilities gas is being supplied through pipeline since November 26, 2014. Gas is being supplied through Siddhirganj and Haripur RMS’s since July 17, 2017 and February 19, 2018 respectively.On the other hand, ERP/EAM system has been implemented by engagement of  turnkey Supplier FPT Information System Corporation, Vietnam on April 7, 2016. 6(six) modules [Accounts & Finance (FICO), HRM & Administration (HR), Supply Chain Management (MM), Project Planning & Management (PS), Operation & Maintenance (PM) and Business Intelligence & Dashboard Management (BI)] along with other Solution software, Data server infrastructures and Networking have been implemented at 16 site offices including GTCL head office. The system is now in operation since May 31, 2018.

The project is completed on December 31, 2018 and Project Completion Report approved by IMED on November 5, 2019.

Achievements: The pipeline capacity is 450 mmscfd. By completion of the pipeline construction, gas demand of gas-based power plants at Siddhirganj, Haripur, Meghnaghat were met. Adequate gas supply to industrial, commercial and other consumers of Narayanganj area is also met from the gas supplied by this pipeline. This pipeline would also be the initial source for extending gas services to southern part of the country through Padma bridge at Maowa. Furthermore, upon implementation ERP/EAM system the daily transaction is being done by digitalized integrated system (SAP) and real time data & reports are being generated as per requirement which reduces the work load as well as paper-based activities.
